Below you can find the tools that were used throughout the translation project.

Game Specific Tools

TingleTrans (direct download)

This program extracts the games script from the file it's in (lang.bin) and exports it as a .txt file. The .txt file can be edited and TingleTrans will import it back into lang.bin.

Kuriimu
A suite of programs for romhacking that supports a variety of games due to its flexible plugin .dll system. Its support for Tingle's Balloon Trip of Love includes a script editor, as well as a tool that can manage the game's custom archive format.

General Tools

BatchLZ77

Tool that decompress and compress files with LZ77 compression, one of the most common methods of compression on the Nintendo DS.

CUE's Compression Tools

A set of command line tools that decompresses and compresses files with LZ compression. It's "optimal" compress command is particularly useful since it usually produces a much smaller file than other compressors.

CrystalTile2

A sort of romhacking Swiss army knife. It includes a hex editor, a disassembler, support for various types of compression, as well as support for the Nintendo DS's nitro file system. It also includes a tile editor, which is perhaps its most useful feature.

HxD
While this hex editor isn't specifically tailored towards romhacking, it's certainly one of the most user friendly and clean hex editors out there.
